Considering the addition of the Queen later on, they’re really just cells in a giant organism. Only one mind really matters.
Hmm, now I have to wonder how differently this ep would have gone if Third of Five was replaced with Seven of Nine.
But Picard —and Seven-of-Nine are living examples of Borg rehabilitated back to being human.
The way I understand it, the Queen is just a conduit. Like a face for the Hive Mind to communicate with other races, like Locutus was.
Ah but so much of the rhetoric of colonization on Earth was that that space was “empty,” when in reality it wasn’t.

Yeah, but they were only one on one and they were special cases. I think trying that with every Borg would only get you assimilated eventually.
She certainly seems unique in Voyager eps. That may have been the original intention in First Contact, but she became a separate character over time, IMO.

The Borg episodes were all excellent. Really rounds out the whole concept. The rest was uneven, at best.
