Colonization! The Federation colonizes…

… given all the drama around the act of colonization as it’s played out on Earth, huh. I wonder how they’ve figured out the ethics of it (beyond just the Prime Directive)

You could totally argue for hours for both sides of the issues this and other Borg episodes bring up.
