I consider this the worst Trek episode. The Enterprise finale is a close second, followed by the Voyager episode Threshold.
Do actors get paid if they are shown in a clip show? Probably not since clip shows are done to save money.

I think they do, but at a lower rate, like royalties.
Not filming new scenes, no new sets, etc. save most of the money, methinks.
