Unless I missed something, it was just funny because in the US there’s usually a waiting period when you buy a handgun. You have to be registered and they do a background check and you have to wait something like 3-5 days to actually get the gun to try to reduce violence brought on by anger, passion, etc. and in the hopes that a cool-down period helps with that. So she asks, “do I have to wait for [the rebate], too?” wryly complaining that she can’t just have the gun right then.
