I was about to sit down and write a quick history of the Sith like Phil was asking for. I decided to do a quick google search first to see if I could save myself the trouble. Here are two links that should help give everyone an overview of the Sith.
I think the History B link does the best job of explaining the Sith.
The important thing to know in regards to what Phil was asking is that the rule of two, a master and an apprentice, began about 1,000 years b4 Ep.1 when the Sith wanted to remain in hiding to bid their time and strike the Jedi when they least expect it.
