Oh, OK. The Lizard was a scientist who had lost his arm (originally in Korea or Vietnam, but it kept moving to a more recent war as time went on). Anyway, he was studying lizards who could regrow lost limbs, and… well, you know. Giant evil werelizard. Basically, just like Man-Bat.
It’s not really his fault. Batman understands that, even if the courts might not.
Which is why vigilantism is better than the rule of law. It’s a good lesson for the kids.
