though if we are to assume that the final cylon does know who he is, then wouldn’t baltar be completely out of the picture, given all his internal struggles we’ve seen in many episodes concerning his suspicion that he might be a cylon too. if he is the FC, wouldn’t it cheapen all those scenes?

Well, know we now the fifth is not in the fleet. Who does that leave?
Well, it could be a dead character like Billy, Kat, Cally, or even someone like Joseph Adama.
It would have to be someone 3 would know.
D’anna stated that there were 4 in the fleet. The basestar wasn’t in the fleet at the time she said that. She knows them by sight. So I’m thinking that she had seen one of the FF on the basestar so she was only concerned about the other 4 in the fleet at that time.
Who all was on the basestar when she said this? Adama, Roslin, Baltar, Helo and about half of the viper and raptor pilots. Plus some deck crew…the hostage that D’anna airlocked was in an orange deck crew coverall.
Just my thoughts after a second watch…your mileage may vary. 
Agreeing with Gryper, that it could be one of the folks who were captive on the basestar.
One more possibility (which may have been stated elsewhere): Tigh & Six’s child is the final cylon. Arguments can be made on both sides of whether the unborn child is in the fleet, but I’m not starting that one!
