Because they’re only tracking her by satellite. OTOH, modern spy satellites could give them visual contact, not to mention that they could probably access public security cameras, etc.

Ah, I was mistaken. They ordered a full season, meaning they’re not teetering on cancellation episode-by-episode. Certainly can’t hurt with knowing how to pace the show, methinks.
