Gordon is able to undo a rope and get her out of there as well as batman is doing it for Harvey so i<m not sure I see the dilema:confused:

I think Joker planned too well. I’m fairly certain that saving one automatically doomed the other. Plus, he reversed the locations, so whichever Batman chose to save would be the one to die.
