From what I understand, they are, but not completely. They can have a small amount of milk at a sitting without ill effect.

As it turns out, lactose intolerance in adults is the norm. Westerners just developed a way around it. And globalization being what it is, well, natural selection dictates that we’d come to this point and get creepy-ass milk commercials.
