It’s supposed to involve some kind of psychic energy transfer link sort of thing, not a just a physical nerve pinch (which explains why it works so universally, since not everyone would have vital nerve bundles in just the right place). Not everyone can do it, even if they’re taught the proper technique. Neither Kirk nor McCoy ever mastered it. And Data, as a non-biological entity, shouldn’t really have any sort of psychic energy to utilize.
