Yup. Same species. There’s a lot of that in the Diane Duane novels that REALLY delve into Romulan/Vulcan shared history.

Star Trek EU (not canon) says that the followers of S’Harien left Vulcan because of differences with the followers of Surak. But they had less the warp-speed ships so, because of relativity less time had passed from the perspective of the travellers— So when they arrived at and settled on Romulus they were litterally less evolved than their Vulcan cousins.
