The intent of the episode was to establish the Cardassian Occupation of Bajor as a metaphor for Japanese and German imperialism circa World War II. (Captains’ Logs Supplemental - The Unauthorized Guide to the New Trek Voyages)
I’ll be honest my mind jumped to more recent authoritarianism/imperialism, but the metaphor isn’t limited.
