You can tell that the shuttle has no power, because of how it’s flipping end-over-end, since space, as we all know, has a clear up and down orientation.

This conversation here indicates that someone is responsible for this. That was supposed to be Q, but Roddenberry nixed the idea, thereby making the whole episode not make any sense.
