From my knowledge no.

[SPOILER] SUPPOSEDLY the time lords are created by a system called Genetic Looms. So Birthing per se is not done. It has something to do with what happened before they became time lords. The people on here better versed can elaborate. As to raising him that’s another story.

As far as female time lords that’s been done before in the show. A Companion/ Time Lord was a woman named Romana.

I’m guessing it was Romana, but… they didn’ even explain who the other hold-out was, or how she got loose to talk to the Cribbins.
