You’re both wrong. It’s Riker’s junk in Data’s ear. Actually I wonder if there is a mashup of that somewhere. Every time Riker’s junk winds up close to Data. I wonder what music to put to that.

Whenever Riker puts a leg up next to Data, some fans refer to it as “The Riker Manuever”. As some of you know, the actual Riker Manuever was performed in the TNG film ‘Insurrection’ while the Enterprise-E tried to evade the Son’a in the Briar’s Patch. Anyway, others referred to the manuever as the Captain Morgan pose.
Now on to the fun part, the pose is most famous in the episode ‘Cause and Effect’. The Enterprise is trapped in a causality loop and Data saves the day by remembering to use Riker’s suggestion to save the ship. Riker is performing the Captain Morgan pose at the time and Data chooses the 3 pips on his collar as a reminder. Data blows the shuttlebay hatch and the ship avoids hitting the USS Bozeman. The captain of the Bozeman is played by Kelsey Grammer. Does anyone remember the character’s name? Captain Morgan Bateson.

Will Riker was also the acting captain of the Enterprise several times, and was also promoted to the rank of Captain at the end of “Star Trek: Nemesis.” So, one could argue, that yeah, Will Riker DOES have a little Captain in him.
