I always imagined them as planet-sized, inhabitable moons, much like those in the Firefly-verse. Makes as much sense as anything. Also allows for the 12 Colonies to be able to communicate with each other, even travel to each other with some effort, before they invented/rediscovered FTL drive.
But then again it might not be THAT extraordinary as just this morning, a trio of super-Earths have been discovered orbiting the same sun-like star (and also bringing the total number of exoplanets discovered to over 300
