Has anyone decoded the Observer’s writing yet?

I have a feeling that that will be significant.

This Observer is doing a lot more than observing.

Is he bulletproof or was the rent-a-cop just a bad shot?

Why is he protecting her? What makes her so special?

Correct a mistake of their own making? Did they have something to do with Peter and Walter almost drowning?

Does he love her? Or does she actually have significance beyond his feelings?
