Notice that ultimately Mel/River is the one that got Amy and Rory together? She created herself. (because Rory is NOT GAY) 
I keep forgetting to comment, because there is so much going on, I just get caught up watching. Beautiful episode, though.
So that explains why she didn’t regenerate earlier.
