Well, we also have to consider that the other member worlds (except the Narn) have telepaths of their own, most of whom probably wouldn’t approve of Psi-Corp or their methods. And we’ve already seen evidence that Minbari and Centauri telepaths are generally stronger than human telepaths, not to mention the wildcard of Lyta.

So Sheridan’s probably right. Bester would lose.
