It is explored somewhat peripherally, but nothing specific.
The ideas in the episode show more significance toward the end of the series, though.

The thing about Bester is that they will probably write a report exactly like the one Sinclair wants, but Bester’s superiors will get what really happened telepathically since the Psi Cops don’t look like they really keep secrets from each other.
