I think this episode is good at highlighting the effect of the occupation of the Fire Nation on Earth Kingdom towns. (People selling each other out, for example.) Then when the prisoners are taken out to sea, they are further beaten down, to the point where they lose hope, don’t even look for a way out, a plan for escape, a way to use their earth bending.
He has a one of a kind voice, unmistakable.
