The Governor (David Morrissey) is seen playing a game of chess with Meghan (Meyrick Murphy), while he hangs laundry. When reminded that it’s her turn, Meghan says she’s thinking. The Governor responds: “You can’t think forever. Sooner or later, you gotta make a move.” Interspersed with The Governor and Meghan’s interactions is a flashback showing how they were brought to the camp: The Governor and Meghan had fallen into a pit meant to trap walkers, and a surprised Martinez (Jose Pablo Cantillo) found them and pulled them out. Two men, Mitch (Kirk Acevedo) and Pete (Enver Gjokaj), ask Martinez if he knows The Governor, to which he replies, “Yes”. Martinez is confused when Lilly (Audrey Marie Anderson) calls The Governor “Brian” and asks if he’s been travelling with them the whole time since Martinez and Shumpert left; The Governor nods “Yes”. Martinez then tells him they can join his group on two conditions: “I’m in charge. No dead weight.” The Governor agrees, and they all journey to Martinez’s camp.
The Governor, Martinez, Mitch, and Pete go on a supply run to a cabin deep within the woods using a map made by one of the camp survivors. The group comes across a decapitated corpse with a sign reading “Liar” nailed into its torso. Approaching the cabin, they find another headless corpse with a sign saying “Rapist”, and another at the front door with a self-inflicted gunshot wound and a sign labelled “Murderer”. A walker inside one of the rooms nearly kills Pete, but The Governor saves him, whereupon Pete notices the heads from the decapitated walkers.
The four men find supplies and beer in the cabin. Pete wonders what drove a person to do something like this, but The Governor says that it is “probably best they don’t dwell on it”. Mitch then asks what The Governor did for a living and what he did when the apocalypse first began; the Governor dodges the question, simply saying he “survived”. He then asks them the same question. Mitch and Pete reveal they are brothers who both served in the army at some point. When the apocalypse began, Mitch left and took his tank with him, while Pete remained for a time at Fort Benning, where he was stationed.
Meanwhile, Lilly forms a makeshift nurse’s station and helps bandage Alisha (Juliana Harkavy)'s hand, while Tara (Alanna Masterson) and Alisha flirt with each other while discussing weapons. (Tara’s successful opening gambit is an observation that Alisha’s M4 carbine is a good long range weapon, but it becomes cumbersome and unreliable due to dirt and debris; Tara prefers a Smith & Wesson.) Back from the supply run, Martinez shows The Governor a golf bag full of clubs and begins to practice his swing on top of his trailer home. The Governor remarks that he knew Shumpert did not survive, and Martinez reveals that Shumpert became reckless and was bitten near one of the walker pits; Martinez then mercy-killed Shumpert. The Governor asks if Martinez feels capable of protecting the group, and Martinez’s reply reveals he’ll try but is not entirely confident. He offers to share leadership responsibilities with The Governor, who promptly smashes Martinez in the back of the head with a golf club and then throws him off the trailer. The Governor then drags Martinez over to one of the pits and feeds the screaming man to the walkers, while muttering “I don’t want it”, repeatedly. He watches as the walkers devour the screaming Martinez alive.
Soon afterwards, Lilly finds The Governor crying inside their trailer; he brushes it off as a nightmare. The next day, Pete reveals to the rest of the camp that Martinez’s remains were found and surmises he must have gotten drunk and fallen into the pit. He then temporarily appoints himself leader of the group, and responds to protestors that they can vote on the matter in a few days, but should conduct business as usual in the meantime. Pete takes Mitch and The Governor on another supply run, and they come across another camp. Mitch wants to raid the camp, Pete wants them to find their own supplies elsewhere, without robbing anyone, and The Governor silently observes the debate. They ultimately decide to leave; when they return later, they find the occupants murdered and the camp raided and in ruins. Mitch is frustrated that they missed their chance to get “their” supplies. That night, The Governor tells Lilly they have to leave the camp due to Mitch’s inability to acquire necessary supplies for survival. He, Lilly, Meghan, Tara, and Alisha set out on their own but are driven back by a swarm of walkers mired in mud, blocking their path.
The next day, The Governor goes to Pete’s trailer, stabs Pete in the torso, and strangles him to death. He then forces his way inside Mitch’s trailer at gunpoint. He blatantly reveals that he killed Pete, forces Mitch to sit down and smoke a cigarette (overriding Mitch’s declaration that he had quit smoking), agrees they should have taken the other group’s supplies, and tells Mitch that he (“Brian”) is now in charge. The Governor then organizes the survivors to form a rough perimeter around the camp and asks Tara to organize and catalog all their ammo. Later, The Governor drags Pete’s weighted corpse along a jetty and throws it into the lake – the same lake they’d earlier referred to as “dead” for not having any fish.
The Governor is marking a map when Lilly comes by. When asked, he explains that they need to move to a more secure location, but Lilly believes their current location is safe enough. Later, Tara is on guard duty when Meghan runs up and tags her, saying that Tara’s now “it”. Tara says she cannot play right now, but then tags Meghan back and runs off. Meghan runs around camp looking for Tara and finds a pair of legs near the clotheslines. Thinking it is Tara, Meghan runs over only to find a walker who lunges towards her. She runs away and is cornered underneath one of the trailers. Tara tries to pull the walker off, but its leg gets pulled off and it is only stopped when The Governor shoots it in the head.
The Governor goes over to the lake and stares into the water at Pete’s undead corpse, which is anchored to the bottom of the lake[1] and trying to reach him. The Governor takes a truck and drives to the prison, where he observes Rick (Andrew Lincoln) and Carl (Chandler Riggs) digging in the prison yard. The Governor looks away and notices Hershel (Scott Wilson) and a smiling Michonne (Danai Gurira) disposing of the dead from the recent walker infestation. Seeing Michonne angers The Governor (bringing back memories of her killing Penny and mutilating him), and he aims his gun at her.
