My first instincts upon reading it was “Small Wonder”, but then, that’s a tv show. 
But it sounds really familiar, so, I cheated and looked through my DVDs. It’s a good one! I dare say that everyone on this forum have watched this, possibly multiple times.

I gave up and googled it then figuratively smacked myself when I saw what it was. It IS a good one, and I feel silly for not getting it. Nice tagline!
