Agreed. In a better movie, he might well of have been one of the more interesting characters in Trekdom. Alas, here, not so much.

Sybok embraced his emotions and researched Vulcan’s past. He found some ancient powers the Vulcans had. That knowledge gives him the power to heal people. I read that somewhere, maybe the novel.
The only explaination I have for the Romulan is that Nimbus III was setup as part of the Neutral Zone treaty. All the major gov’ts needed to be accounted for, Federation, Klingon, Romulan.
