Well as I live in northern Canada neither of these are Good options, but kilt is. slightly better than nothing.
On a side note. I have worn a kilt once… glad you asked… it was a zombie piper… for a Halloween party.
… of course it’s called a sarong over here…

I have to vote for a kilt. However I would perfer no pants but I would not want to get arrested. The kilt gives you the freedom of no pants while covering all that is reqired to be covered by law.
