OK, I think I’ve got it. The official was a shapeshifter, whatsisname tried to get his body so that they couldn’t figure that out, and failing that, he decided to destroy the shapeshifter’s “hard drive” so that its secrets couldn’t be accessed.

I’ve actually heard something similar, along the lines of poisonous chemicals (not necessarily mercury specifically) in hat-making causing brain damage, thereby leading to the phrase “mad as a hatter”. It was my understanding that the Mad Hatter was based on that phrase.
