Yeah that confused me too. They passed it back and forth, and then suddenly each had one even though they were separated, and then one doctor leaves one on Earth and the other has it in the Tardis.
Not to mention that the Non-Flesh doctor could have easily defeated the evil Flesh lady, saving the other Flesh people in the process.
Good cliffhanger, though.
