That would probably depend on the terms of their divorce. The daughter is also old enough to have some say in the matter, most likely.
The grandmom could conceivably fight the mom on it too. She seems to have more contact with Alexis than the mom in the last few episodes at least.
Edit: Unless the mom is from another country, then that’s a whole 'nother story if she takes Alexis there as we’ve seen with stories from Brazil and Japan.
