When I first watched this, I figured that the two others with Dawn would either become dead or Dawn’s Scooby gang.

I expected them to have larger roles, but it just didn’t happen.

Of course. But he has a soul now, so he’s probably terrified of the idea.
Ditto. Get that “Vampires are real?” perspective that the show had in it’s first season.

Probably when they figured out that this was the final season. Fleshing out ancillary characters probably wasn’t a high priority.
I loved seeing all the Big Bads. This was just brilliant. 
What a great managery of former big bads.
