Think of it from her point of view. Bester’s the epitome of a Psi Cop. That’s got to be somewhat intoxicating to someone in her position. Impressing him has to be most important thing she could do.
It sells the whole conditioning aspect of the Psi Corps. She has no problem killing a mundane. He is an animal, as far as she is concerned. That isn’t something you just happen to realize. It is taught for a long time.
What else were they going to do with him?

As far as I’m concerned, this is where season 5 begins. During it’s first run, I remember saying after watching this episode, “Finally getting back to what made this show so good.”
I would go one or two episodes back, when Londo and G’Kar go to Centauri Prime, and the plotting that is happening there for the ‘real’ beginning of season 5.
Too bad that Byron & co. didn’t come together in a better place a lot earlier than they did.
