We see Dukat is a forward thinker. Minbari are set in their ways, surprising their culture hasn’t suffered for it. Perhaps it has. They should be even more advanced than they are.
Maybe their culture was only beginning to suffer from it. Dukat was certainly one of the most brilliant among them. Maybe he saw it before anyone else did.
