The mines wouldn’t necessarily have to be on asteroids. Small floating mines would probably blend in with the field until it was too late to avoid them.
OTOH, there’s no real reason that the Minbari fleet had to approach Earth along the plane of the solar system, so yeah, probably just dumb luck.
