Maybe R2D2 doesn’t use human language, but what are the odds he can’t?

I mean, he understands it, and he sure understands the big picture. Given the society’s level of technology, even if he can’t speak human, how hard would it be for him to download an English/Wookie/whatever app? I bet the only reason R2 doesn’t speak English is 'cuz he doesn’t want to – that or we never see it.

All they’d need to do is swap out one little piece of hardware. In the EU, we meet an astromech droid who tinkers with himself and can speak Basic.
